Mary Hurley served the people of Springfield, Massachusetts in various capacities during her distinguished career. Her papers, dating from 1978-1992, chronicle her professional and political activities as first, a member of the City Council, and second, as the mayor of the City of Springfield, a capacity in which she served from 1989-1991. While the bulk of Hurley's papers document her job as mayor, the collection also contain materials concerning Hurley's community involvement, personal life, and activity in outside organizations. Hurley's time in office was fraught with fiscal crisis brought about by the passage of Proposition 2 ½. Proposition 2 ½ was passed by Massachusetts voters in November, 1980. Its passage limited the government's taxation powers. With Proposition 2 ½ in place, local government could only increase property tax by two and a half percent per year. Under its constraints, Proposition 2 ½ significantly reduced funding for city departments and agencies. In 1989, Springfield residents voted not to override Prop 2½, but a twenty percent cut in the budget stymied city operations and social services. When Hurley was forced to pare down an already slim 1991 fiscal budget, a second Proposition 2½ vote was called. This time, voters overrode Proposition 2½ on five of eight measures so that Springfield could function on a marginal level. The Hurley Collection consists of account books, administrative records, correspondence, memorabilia, newsclippings, posters, press releases, photographs, slides, and a video cassette. The collection's underlying theme is concern as Springfield residents worried over the forced and pervasive budget cuts during Hurley's tenure. |
